In December 2025, the Southern Transitional Council (STC) made headlines by capturing the oil-rich Hadhramaut governorate in Yemen, an area previously under Saudi-backed control. This sudden power shift caught many off guard, especially after the eastern region of al-Mahra pledged its allegiance to the STC, solidifying the council’s hold over what was once South Yemen. As celebration erupted among local populations, calls for STC leader Aidrus al-Zubaydi to declare independence grew louder, while Saudi Arabia and its military forces retreated from their positions, even abandoning the presidential palace in Aden.

### Saudi Arabia’s Military Response

However, Saudi Arabia quickly reversed its withdrawal, reinitiating its airstrikes on STC forces and redeploying troops that were stationed along the Houthi border to counter the STC’s influence. Following discussions in Riyadh, Rashad al-Alimi, the leader of the internationally recognized government, demanded that the UAE withdraw its forces from Yemen within a day. The UAE complied, but retained its commercial and political interests within the country. Given this context, one would expect the Houthis to expand their territory, yet no advances were reported, raising suspicions that Saudi Arabia was either negotiating with the Houthis or strategically managing their interests in Yemen.

The ongoing conflict in Yemen is intricately linked to the regional competition between Saudi Arabia and the UAE, which has intensified in recent years. Saudi Arabia’s involvement began as a response to the Houthi takeover of President Abd Rabbu Mansour Hadi’s government in 2014, drawing southern militias into a struggle increasingly perceived as a fight for northern domination. The inability of the internationally recognized government to provide basic services exacerbated the situation, giving rise to local governance systems led by the STC, who notably gained support among the populace. This has turned into a complex rivalry, with both nations attempting to exert dominance and secure strategic naval routes.

### The Challenge of Southern Independence

Despite Saudi Arabia’s efforts to maintain control, the demand for southern independence is gaining traction. The STC and local movements have garnered significant support, evident in massive rallies advocating for self-governance. Riyadh’s initiative to hold a “South-South Dialogue” aimed at addressing these grievances highlights the ongoing struggle for power among various factions. While consultations in Riyadh continue, many southerners sense an ulterior motive, fearing that Saudi Arabia intends to sideline the STC and other key advocates for independence.

As Saudi Arabia consolidates its power over areas not under Houthi control, the nation claims to remain committed to Yemeni unity while exhibiting a more pragmatic approach. Much of the dialogue focused on southern grievances has led to little tangible progress, as the underlying issues extend beyond mere financial compensation. They delve into questions of identity and the right to self-governance, thus complicating Saudi Arabia’s efforts. Ultimately, the transition of power dynamics may lead to a frozen conflict, where Riyadh may manage its exit strategy while dealing with local factions aiming for independence.

Saudi Arabia’s recent military and political maneuvers suggest that they are positioning themselves for a potential exit from the current conflict. With an apparent understanding reached with the Houthis and a firm grip on non-Houthi areas, Riyadh may turn its focus on long-term objectives, such as security in key maritime passages, while dealing with local rivals in southern Yemen. Though external authorities maintain a grip on strategic importance, the southern population continues to demand their own future, emphasizing a struggle that remains far from over.
