Prime Minister Mark Carney has embarked on a significant diplomatic mission to Saudi Arabia, aiming to revitalize and expand the economic partnership between Canada and the Kingdom. This visit marks a historic moment, as it is the first time in 26 years that a Canadian prime minister has visited Saudi Arabia. The discussions are focused on enhancing trade and investment, gradually overcoming a period of strained relations.

Reviving Diplomatic Relations

Carney’s visit comes at a crucial time, as Canada seeks to mend the diplomatic rift that emerged in 2018 over criticisms related to Saudi Arabia’s human rights practices. The prior government had condemned the country’s treatment of women and the justice system, leading to the suspension of ambassadors and trade talks. However, as relations have started to normalize—with ambassadors reinstated in 2023—Carney emphasizes the importance of fostering trust to explore new business opportunities.

Highlighting the contributions of the private sector in bridging the gap between the countries, Carney remarked on the untapped potential in their relationship. He stated that the recent signing of multiple agreements during the Saudi Arabia-Canada Investment Forum would pave the way for a new phase of collaboration.

Strategic Economic Opportunities

The Canadian business community is optimistic about the prospects of collaboration in various sectors beyond oil. Jeff Steiner, chair of the Canada-Saudi Arabia Business Council, pointed out that while oil is a common association, there are burgeoning opportunities in healthcare, education, energy, and tourism. Particularly, he noted the Saudi government’s commitment to diversifying its economy, with mining and critical minerals emerging as essential sectors.

During the signing ceremony, which involved significant Canadian firms like Hatch and AtkinsRéalis, agreements estimated to be worth around $1 billion were reached. This serves as a strong indication of the commitment from both sides to strengthen their commercial ties and explore further investment opportunities.

A Shared Vision for Growth

Both Prime Minister Carney and Saudi Investment Minister Fahad Al-Saif spoke about the importance of long-term investment, emphasizing the complementary nature of Canadian expertise and Saudi capital. Al-Saif highlighted Canada’s capabilities in infrastructure and technology, which can aid Saudi Arabia’s Vision 2030 plan aimed at economic diversification.

Carney expressed enthusiasm for Saudi Arabia’s plans and its increasing influence in cultural sectors, noting the Kingdom’s emergence as a vibrant global nexus for commerce and creativity. He stressed the need for nations to remain focused on their long-term objectives, even in the face of geopolitical challenges.

Looking ahead, a Canadian delegation comprising major pension funds plans to return to Saudi Arabia in the coming months to identify more investment opportunities, reflecting growing interest in deepening bilateral cooperation. The Canadian government is also working on resolving issues related to double taxation and foreign investment protection, which are critical for optimizing trade flows.

As Prime Minister Carney’s trip winds down, the discussions held and agreements signed signify a hopeful turn in Canada-Saudi relations, with both parties looking to harness their shared potential for mutual prosperity.
