Keren Kayemeth LeIsrael–Jewish National Fund (KKL-JNF) has announced a groundbreaking investment plan amounting to around NIS 859 million ($284.7 million), dedicated to northern Israel. This initiative represents the largest investment ever made by the organization in this region, spanning a period of three years, and it encompasses the Lower Galilee, the surrounding valleys, and areas along the Lebanese border.
Financial Allocations and Community Support
The most substantial single allocation within this plan is NIS 362 million ($120 million), designated for direct assistance to local authorities in northern Israel. This funding is intended to facilitate the advancement of vital infrastructure and enhance public spaces throughout the region. In addition, the initiative allocates NIS 150 million ($49.7 million) towards acquiring residential units in northern communities. These homes will be made available at reduced rental rates for teachers and educational personnel, with the goal of attracting young families to move into these areas.
Community Development Initiatives
The investment also earmarks NIS 120 million ($39.8 million) for the “Community Builds the Homeland” program, which is designed to support organizations focused on creating communities in the Galilee and northern regions. This allocation specifies NIS 30 million ($9.9 million) for Kiryat Shmona, with additional funds directed to communities near the northern confrontation line and the Golan Heights. The remaining NIS 60 million ($19.9 million) is aimed at revitalizing the northern mountain area, with an ambitious target of welcoming 1,200 new residents to the region within three years. Furthermore, another NIS 100 million ($33.1 million) will support apartment acquisitions in cities like Nof HaGalil, Karmiel, and Acre.
Investment in Education and Excellence
In a commitment to enhancing educational opportunities, KKL-JNF plans to establish four new Houses of Excellence across Nahariya, Afula, Karmiel, and Tiberias. These educational centers, budgeted at NIS 76 million ($25.2 million), aim to improve academic performance and expand opportunities for children in these areas.

Chairman of KKL-JNF, Eyal Ostrinsky, emphasized that this investment plan constitutes one of the most pivotal resolutions in the organization’s history concerning northern Israel. He articulated that this strategy integrates a national vision that encompasses the valleys, Lower Galilee, Golan Heights, and the northern confrontation line as essential components of Zionist growth and development. This plan not only aims to improve the living standards in these areas but also seeks to invigorate the overall demographic landscape, reinforcing a long-term commitment to the region’s future.
