Saudi Arabia has successfully completed the construction of its ambitious $8.5 billion green hydrogen project at Oxagon, part of the NEOM initiative, positioning the Kingdom as a leader in clean energy development. The NEOM Green Hydrogen Company, a partnership involving ACWA Power, Air Products, and NEOM, has advanced the project into the crucial commissioning phase, preparing for commercial operations slated for 2027.

Massive Scale of Renewable Energy Infrastructure

The dimensions of this development are awe-inspiring. Spanning over 300 square kilometers, the site is approximately five times larger than Manhattan. The solar energy facility alone rivals Manhattan in size, housing around 5.6 million solar panels. To complement this solar power, 257 wind turbines have been installed, creating a dedicated renewable energy grid designed to supply the necessary energy to the hydrogen production facility. Together, these installations are projected to yield up to 4 gigawatts (GW) of renewable electricity, supporting over 2.2 GW of electrolysis capacity. This cutting-edge technology enables the splitting of water into hydrogen without depending on fossil-fuel energy sources.

The produced hydrogen will combine with nitrogen extracted from the atmosphere to form green ammonia. This method is crucial due to the logistical challenges and costs associated with shipping hydrogen over long distances. By converting hydrogen into ammonia, Saudi Arabia enhances the practicality of exporting renewable energy across global markets, utilizing its extensive shipping infrastructure.

Transformative Economic Framework

The facility aims to produce around 3,300 tonnes of green ammonia daily, which could cumulatively amount to 1.2 million tonnes annually. This output is significant enough to fill approximately 20 60,000-tonne gas carriers every year. To facilitate this, a dedicated export jetty will link the production complex with international shipping routes, integrating Saudi Arabia into the global energy supply chain in a new way.

Financially, the project is underpinned by a robust framework, which includes approximately $6.1 billion in non-recourse financing from 23 lenders, alongside a 30-year offtake agreement. It has also secured Oxagon’s initial industrial operating license, planting it firmly among NEOM’s growing industrial assets.

Aligning Vision 2030 with Commercial Viability

Crown Prince Mohammed bin Salman’s Vision 2030 initiative has seen a strategic shift from expansive megaprojects to those grounded in economic reality. In light of rising construction costs and tighter financing, Saudi Arabia is now prioritizing ventures that promise clear financial returns. The green hydrogen complex serves as a prime example of this newly pragmatic approach. It represents an industrial operation that is not only vast but also clearly defined, boasting renewable energy generation, production capabilities, financing, an established export mechanism, and secured long-term buyers.

Rather than solely focusing on ambitious but speculative projects, the Kingdom is emphasizing commercially viable industries. This complex is strategically aligned with ongoing efforts to redefine Saudi Arabia’s role in global energy markets. By utilizing renewable resources such as sunlight and wind, and leveraging its existing port and trading infrastructures, Saudi Arabia is transitioning from simply extracting oil to actively creating a sustainable, exportable energy product.

The successful development of the green hydrogen facility underlines NEOM’s potential not just as a hub for innovation but as a tangible effort to establish a new energy economy in Saudi Arabia. The integration of millions of solar panels, numerous wind turbines, and expansive production systems symbolizes a significant stride toward achieving a sustainable and balanced energy future. As the world moves increasingly toward renewable energy solutions, Saudi Arabia’s strategic shift highlights its commitment to leading within the global clean energy landscape.
