In Doha, Qatar, leaders gathered for the third meeting of the Implementation Monitoring Mechanism under the Qatar-Singapore High-Level Joint Committee. This significant dialogue highlights the enduring partnership between these two nations and sets the stage for future collaborations.

The meeting was co-chaired by HE Minister of State for Foreign Affairs Sultan bin Saad Al Muraikhi and HE Minister of Foreign Affairs of Singapore, Dr. Vivian Balakrishnan. They were also joined by HE Minister of State at the Ministry of Foreign Affairs and the Ministry of Home Affairs of Singapore, Zhulkarnain Abdul Rahim. Their gathering exemplified the strong and lasting connections between Qatar and Singapore, further strengthened by a series of high-profile visits. Notable interactions included a State Visit by former President Halimah Yacob to Qatar in June 2023 and a reciprocal visit by Prime Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani to Singapore in August 2023, showcasing the mutual respect and cooperation between the two nations.
Reinforcing Bilateral Ties
During discussions, the Singaporean delegates extended their condolences over the passing of His Highness the late Father Amir Sheikh Hamad Bin Khalifa Al-Thani, acknowledging his pivotal role in the development of Qatar-Singapore relations, particularly the establishment of the Joint High-Level Committee in 2006. Both parties reiterated the significance of this committee as a strategic platform to guide bilateral relations and highlighted the Implementation Monitoring Mechanism’s role in effectively following up on key decisions and translating them into actionable agreements.
The attendees examined the ongoing initiatives within six Technical Working Committees (TWCs) related to Information and Communications Technology, Security, Business, Legal Affairs, Sustainability, and Social Development. They emphasized the potential for escalating cooperation not only between Qatar and Singapore but also with the Gulf Cooperation Council (GCC). The discussions included an ambitious agenda to upgrade the existing GCC-Singapore Free Trade Agreement (FTA) to facilitate enhanced economic collaboration.
Future Cooperation and Regional Stability
Both delegations celebrated Qatar’s recent inclusion as an ASEAN Sectoral Dialogue Partner, marking a significant milestone in regional collaboration. They expressed optimism about the forthcoming ASEAN-GCC Foreign Ministers’ Meeting, scheduled during the UN General Assembly session in New York in September 2026. This meeting aims to foster stronger relations between ASEAN and GCC nations while advocating for increased trade and investment opportunities.
Concerns about regional stability were also addressed. Both nations expressed alarm about the escalating tensions in the Middle East and reaffirmed the importance of dialogue and diplomacy as crucial tools for peace. They commended Qatar’s efforts in promoting dialogue and de-escalation, underscoring the need for secure maritime navigation against threats in the Red Sea and adherence to international law.
Commitments Moving Forward
The meeting concluded with a renewed commitment from both sides to strengthen their roles as active and responsible global citizens. As shared small states, Singapore and Qatar reaffirmed their dedication to a rules-based international order and a multilateral trading framework. There was consensus on the importance of maintaining safe navigation under international maritime laws, emphasizing the safety of seafarers.
