US and Allied Forces Complete Military Operation in Iraq

The conclusion of Operation Inherent Resolve marks a significant milestone in the U.S.-Iraq relationship and represents a substantial shift in security dynamics within the region. The operation officially ended on Wednesday, with the final withdrawal of coalition forces and equipment from the Erbil Air Base.

The Shift in U.S.-Iraq Military Relations

The withdrawal of American troops from Iraq is part of a carefully planned transition towards a bilateral defense partnership between the U.S. and Iraq, in line with an agreement established in September 2024. This transition highlights the U.S. commitment to supporting Iraq while allowing it to take the lead in its own security matters. The shift comes after nearly a decade of military involvement aimed at combating the Islamic State (ISIS), signaling a new era of cooperation focused on security and stability.

The Ongoing Counter-ISIS Mission

Although Operation Inherent Resolve has concluded in Iraq, the Combined Joint Task Force-Operation Inherent Resolve (CJTF-OIR) remains active, now based in Jordan. The U.S. Central Command continues its essential mission of countering ISIS in Syria, working alongside Coalition partners and the Syrian government. Established in 2014, Operation Inherent Resolve has played a crucial role in advising and supporting local forces in their battle against ISIS across both Iraq and Syria, which has included extensive airstrikes and tactical support.

During the course of military actions over the past 12 years, significant achievements were made, including the elimination of key ISIS figures, such as its leader, Abu Bakr al-Baghdadi. However, the campaign came at a cost, with 118 American service members losing their lives. This transition from active combat operations to a focus on Iraqi-led security forces reflects the successful suppression of ISIS as a military threat in the region.

Looking Ahead: Iraqi Security Forces in Charge

As the operational roles shift, Iraqi Security Forces, including the Peshmerga, are expected to take the reins in continuing efforts to secure Iraq and suppress any remnants of ISIS. Pentagon officials stress the importance of these local forces in maintaining national security. The U.S. Defense Department will remain involved by providing targeted training and intelligence support, but the strategic responsibility now largely rests with the Iraqi government.

Adm. Brad Cooper, the CENTCOM commander, lauded the efforts of the thousands of American service members and civilian personnel who dedicated themselves to the mission in Iraq. Their sacrifices have significantly weakened ISIS’s capacity to threaten Iraq’s security. As the U.S. withdraws, it aims to ensure that Iraqi forces now possess the necessary skills and independence to handle their own security challenges efficiently.

Vigilance and Preparedness Remain Key

While the transition represents progress, U.S. military leadership has indicated a commitment to remain vigilant against any potential threats from ISIS. Cooper reiterated that U.S. and Coalition forces stationed in the region will maintain readiness to respond should new challenges arise. This balance of cooperation and preparedness is integral not only for Iraq’s security but also for broader regional stability.

In summary, the conclusion of Operation Inherent Resolve is a pivotal chapter in U.S. foreign policy in Iraq. While the focus shifts to an Iraqi-led security framework, the commitment to partnership and readiness continues, as both nations navigate the complexities of maintaining peace and stability in a volatile region.
