Tajikistan’s Legislature Approves Air Transport Agreement with the UAE

The recent approval of a new air transport agreement between Tajikistan and the United Arab Emirates (UAE) marks a significant milestone for both countries in enhancing their aviation connectivity. This agreement aims to facilitate an increase in flights between Tajikistan and the UAE, positioning Tajikistan as a potentially vital player in international aviation. The deal was officially ratified by Tajikistan’s lower legislative chamber, known as the Majlisi Namoyandagon, on October 1, 2026.

Details of the Agreement

Signed in Dushanbe on July 17, 2025, the agreement provides a legal framework to establish and expand air travel links between Tajikistan and the UAE. According to the state news agency Khovar, the deal is expected to enhance travel options for Tajik citizens while fostering trade and tourism. This initiative aims to create an attractive environment for international tourists, entrepreneurs, and investors—especially from the Gulf region—which could lead to new economic opportunities for Tajikistan.

Vision for Air Connectivity

Habibullo Nazarzoda, the director of Tajikistan’s Civil Aviation Agency, emphasized the importance of the agreement during discussions with parliament members. He articulated that the accord not only outlines the legal provisions for increasing existing flights but also lays the groundwork for introducing new routes to various cities across both nations. This strategy aligns with Tajikistan’s goal of establishing itself as a transit hub in the Central Asian region, particularly given Dubai’s status as one of the world’s busiest transit airports.

Reinforcing Existing Air Links

This development follows Tajikistan’s implementation of an “Open Skies” policy, launched in 2025, which removed numerous restrictions in the aviation market. This policy aims to spur competition, ultimately leading to better ticket prices, improved services, and a wider variety of flight options for travelers. The increase in flight frequency by flydubai, which ramped up its service between Dubai and Dushanbe from three to seven times a week last year, demonstrates the growing relationship and demand for air travel between these two nations.

A Bright Future Ahead

Additionally, in the past couple of months, Tajikistan’s national airline, Somon Air, has made strides in modernizing its fleet, receiving two Boeing 737 MAX aircraft from Dubai Aerospace Enterprise. These enhancements not only strengthen the airline’s operational capacity but also contribute to making Tajik air travel more efficient and appealing to travelers.

The ratification completed by the lower house of parliament signals the end of the legislative process for this agreement, as no further approval from the upper house, known as Majlisi Milli, is necessary. Once officially published, this agreement will pave the way for enhanced cooperation in the aviation sector, benefitting both nations and their citizens by improving travel convenience and encouraging foreign investment. Overall, the potential economic and cultural benefits of this agreement are substantial, positioning Tajikistan favorably on the global aviation map.
