Turkey is actively pursuing stronger defense ties with France as part of its strategy to enhance access to Europe’s military industry and leverage expected increased European defense spending. This initiative reflects Turkey’s ambition to secure its economic interests while solidifying its geopolitical stance within Europe.

Defense Cooperation and Strategic Objectives

The proposed cooperation roadmap between Turkey and France focuses on various areas, including countering hybrid threats and enhancing air-defense operations. Central to this collaboration is a commitment to intelligence sharing and military-system interoperability, which would enable both nations to respond more effectively to common threats. These discussions follow prior contacts dating back to April and aim to include the procurement of the SAMP/T NG air-defense system, produced by the Franco-Italian Eurosam consortium. While Italy has already greenlit Turkey’s request, France is still deliberating its response.

In a notable development, the French company Safran has agreed to partner with Turkish drone manufacturer Baykar. This joint effort aims to equip Bayraktar TB-2 drones with the French-made Euroflir electro-optical system. Additionally, Ankara and Paris are set to collaborate on advancements in navigation and targeting systems as well as smart munitions, increasing Turkey’s military capabilities and expanding its technological reach.

Turkey’s Military Acquisitions and Regional Dynamics

Turkey’s defense strategy also includes the acquisition of advanced European military hardware, such as Eurofighter jets, which are expected to utilize Meteor air-to-air missiles. Meanwhile, Greece has already integrated these missiles into its fleet of Rafale fighters and plans to certify them for use in its upcoming F-35 aircraft acquisitions. This military enhancement follows the precedent set by the United Kingdom, as Greece seeks to boost its defense posture amid escalating regional tensions.

However, Ankara has expressed concerns over Greece’s substantial investments in US and Israeli military technology. Despite these criticisms, it’s important to note that Athens has committed around €9.5 billion in contracts for French arms since 2020, underscoring its robust defense partnership with France. Greece’s strategic move to progress with its F-35 program has granted it limited access to the aircraft’s weaponry, whereas Turkey struggles with complications primarily linked to US export restrictions and its existing Russian-made S-400 missile system.

Geopolitical Aspirations and Economic Goals

In addition to its military ambitions, Turkey is pursuing an upgraded customs union with the European Union and aspires to evolve into an energy and trade hub connecting Asia and Europe. The political landscape in European nations, however, could hinder Turkey’s progress toward these objectives, potentially delaying advancements until 2027.
