Israel faces an evolving regional security landscape characterized by rising threats from both Shiite and Sunni groups. Brig.-Gen. (res.) Erez Wiener, chairman of the Israel Defense And Security Forum (IDSF), emphasized the need for Israel to bolster its civilian defenses against these challenges during the recent Jerusalem Post Diplomatic Conference. As tensions heighten, he urged for immediate action to safeguard local communities and prepare for potential confrontations.

Emerging Threats: A New ‘Ring of Fire’

Wiener pointed out that the relationship dynamics in the region are shifting. The previous “rings of fire” around Israel, primarily posed by Iranian-backed Shiite paramilitary groups like Hezbollah and the Houthis from Yemen, are being supplemented by an emerging Sunni threat led by Turkey. Wiener highlighted that establishing ammunition independence is crucial to effectively responding to this multi-faceted danger. This anticipation of a new ‘ring of fire’ necessitates an urgent reassessment of Israel’s defense policies.

The Smuggling Crisis: A Local Threat

Closer to Israel’s borders, the risk posed by illegal weapons is a growing concern. Wiener noted that the volume of firearms smuggled into Israel or pilfered from military stockpiles could amount to anywhere between 250,000 and one million weapons, a staggering figure that surpasses the current inventory of the Israel Defense Forces (IDF). This substantial arsenal poses a direct risk to national security and underscores the urgent requirement for robust border security measures and community awareness programs.

The Palestinian Authority’s Armed Policing

Wiener also flagged the significant contingency of armed personnel within the Palestinian Authority, numbering around 70,000. He pointed out that under the Oslo Agreement, they were permitted to have merely 18,000 police officers equipped with light arms. The deviation from this stipulation raises concerns about escalated capabilities that could threaten Israeli security. Wiener called for more open discussions on this subject, dispelling the notion that it should remain unaddressed.

Community Preparedness Initiatives

In response to these threats, the ISDF is spearheading initiatives aimed at bolstering community self-defense. The “Home Shield Initiative” aims to empower local groups to act decisively in the critical first moments of any attack. Wiener emphasized that being prepared and equipped in those initial seconds can substantially alter the outcome, referring to the events of October 7 as an example of the need for enhanced readiness. Additionally, he revealed that a pilot program is being implemented in the northern Gilboa region, collaborating with the Border Police, local police, and the IDF, with hopes for wider implementation across the nation.

The upcoming period requires Israel to take precautionary measures seriously, ensuring both community resilience and national preparedness in the face of escalating threats. Strengthening local defenses and enhancing collaborative efforts between communities and security forces is paramount for safeguarding the nation’s stability and security.
