KRG Confirms 14.14% Population Allocation in Iraq’s 2027 National Budget

The Kurdistan Region Council of Ministers recently convened to discuss crucial developments regarding negotiations between the Kurdistan Regional Government (KRG) and the federal government of Iraq. The focus was on the Region’s constitutional rights and financial entitlements, especially in light of the preparations for the 2027 federal budget. The decisions made during this meeting are expected to impact the Region’s financial stability and public services significantly.

Kurdistan’s Budget Share Justification

During the meeting, the Council firmly asserted that the Kurdistan Region’s 14.14 percent share of Iraq’s demographic count, determined by the 2024 general population census, should be the foundation for calculating its federal budget allocation. The Council believes that this figure is not only fair but necessary to ensure that the financial resources adequately reflect the population residing in the Region. Moreover, they highlighted the importance of allocating equal financial provisions for public employees and other beneficiaries, ensuring that everyone receives equitable treatment across Iraq.

Concerns Over Financial Disparities

The Council underscored a critical concern: financial entitlements for public employees, Peshmerga fighters, retirees, families of martyrs, political prisoners, and social welfare participants in the Kurdistan Region must receive equitable support compared to their counterparts in other Iraqi territories. They expressed frustration over the tendency to link salary payments and financial entitlements to political disagreements or arbitrary restrictions. This stance reflects the Council’s unwavering commitment to uphold the rights of the citizens and protect their entitlements as enshrined in the Iraqi Constitution.

Update on Negotiations with Federal Government

During the meeting, the KRG’s negotiating delegation provided an update on recent discussions with Iraq’s federal Ministry of Finance. These negotiations focused on the ongoing efforts to secure constitutional rights and financial benefits for the Kurdistan Region. After reviewing the information presented, the Council voiced its apprehensions regarding several proposed terms and approaches, insisting that any finalized agreement must honor the Region’s constitutional rights. They pointed out the significance of using the 14.14 percent population figure as a basis for budget formulation, affirming that any financial solutions should not be contingent upon political disagreements.

Support for Continued Dialogue

The Council reiterated its backing for the KRG negotiating team and called for persistent dialogue with Baghdad. The objective remains to form a fair and constitutional agreement that not only protects the rights of the Kurdistan Region and its citizens but also aims to resolve ongoing financial disputes in a comprehensive manner. The Council aims to ensure long-lasting solutions that benefit the Region’s people and stabilize its financial footing.

In a related decision, the Council approved a policy from the Ministry of Labour and Social Affairs to waive penalties associated with delayed social security payments. Provided that employers settle their outstanding debts to the Social Security Fund within 90 working days, this move is designed to alleviate financial stress on employers and promote adherence to social security regulations. The initiative is expected to enhance revenue for the Social Security Fund, which plays a pivotal role in safeguarding workers’ rights and ensuring their access to retirement pensions and other essential services.

As these discussions unfold, the Kurdistan Region’s aspirations for a fair share of Iraq’s resources echo loudly, and the upcoming negotiations will be crucial in shaping the financial landscape for its public services and the welfare of its citizens.
