Turkey anticipates the United States to remove CAATSA sanctions and all defense restrictions.

Turkey is anticipating the United States to revoke the Countering America’s Adversaries Through Sanctions Act (CAATSA) sanctions, as well as all constraints on its defense sector, amidst ongoing discussions regarding the acquisition of six F-35 fighter jets. This statement from the Turkish Defense Ministry follows the announcement of the impending arrival of the first two of twelve C-130J transport aircraft sourced from Britain, scheduled for delivery in December.

The Ministry emphasized its hope for the removal of CAATSA sanctions, characterizing them as contrary to the ethos of alliance. It reaffirmed its expectation that negotiations would culminate positively, in alignment with shared interests and alliance relations. The six F-35As originally designated for Turkey remain in the U.S. after Turkey’s expulsion from the program in 2019 due to its procurement of the Russian S-400 missile defense system. Meanwhile, the C-130Js are expected to modernize Turkey’s aging airlift capabilities.

Insistent Dialogues on F-35s

The Turkish Defense Ministry revealed that discussions with U.S. authorities regarding the delivery of the six F-35 jets are ongoing. Deputy Defense Minister Alpaslan Kavaklioglu confirmed that Ankara is engaged in “intensive contacts” focused particularly on the first six aircraft. The sanctions under CAATSA were implemented against Turkey’s defense procurement agency in December 2020 as a consequence of the S-400 acquisition, which has since remained a significant barrier to the release of the jets. Turkey originally joined the F-35 program in 2002, investing approximately $1.4 billion.

C-130Js Set to Enhance Airlift Capabilities

The anticipated C-130J aircraft, purchased from the United Kingdom, are poised to greatly enhance the Turkish Armed Forces’ airlift capacity with their increased cargo capabilities. The aircraft’s maintenance, modifications, and upgrades are currently being executed in the UK. Turkish Air Force Command personnel are overseeing these procedures, ensuring that the transition to operational status is seamless. The overall training program for pilots, crew, and maintenance staff is slated for completion by the end of 2026, coinciding with the expected receipt of the first two aircraft.

The C-130Js acquired by Turkey were previously part of the Royal Air Force before their decommissioning in 2023. The British government has indicated that the deal, which encompasses comprehensive modifications and support services, amounts to over £550 million (approximately $729 million) for the UK defense sector. Analysts suggest that features such as an infrared countermeasure will be integrated into these aircraft following their entry into service.

Military Support and Regional Stability

On the topic of potential Turkish military support to Saudi Arabia under the Mecca Joint Defense Agreement, the Ministry clarified that any deployment would adhere to Turkey’s constitutional requirements and legislative processes. The Turkish Grand National Assembly must approve the agreement, ensuring that all necessary procedures for sending Turkish forces abroad are followed. The scale of Turkey’s involvement will be determined based on Saudi Arabia’s specific needs and requests, ongoing developments, and mutual agreements.

The Turkish Defense Ministry has voiced its condemnation of recent acts of violence impacting civilians in the region. Ministry spokesperson Rear Admiral Zeki Akturk called for the international community to adopt a firmer stance against Israel’s actions in Palestine, which he described as increasingly brutal. He also expressed condolences related to attacks carried out by the Houthis on Saudi infrastructure, stressing the urgent need to de-escalate tensions and uphold international humanitarian laws. As these regional dynamics unfold, Turkey continues to seek the lifting of CAATSA sanctions, reinforcing its strategic interests in international defense alliances.
