If they are, they ought to take action.”

I assumed that the tweet had caught the attention of those in Israel’s public diplomacy sector and that they would similarly recognize the inherent risks in Kristof’s activities. It was evident that someone needed to intervene proactively. Unfortunately, no one did.

Following the release of Kristof’s column discussing sexual violence, my expectations were confirmed: no representative from the Israeli Defense Forces’ (IDF) Communications Office ever reached out to him. No one tried to confront Kristof’s allegations or present an alternative narrative about Israel’s actions. The result was a missed opportunity to engage in constructive dialogue with a prominent voice.

### A Missed Opportunity for Engagement

Perhaps a different approach could have changed the public’s perception significantly, or perhaps it would have been ineffective. Such uncertainties are common in the realm of public diplomacy, where attempts at engagement may lead to unexpected outcomes. Yet what is indisputable is that Israel absented itself from this crucial dialogue.

Presently, the picture of Israeli public diplomacy is clear: Israel is failing to engage in the narrative battle on a global scale. The primary question remains—why is this happening? A brief look at recent appointments within the IDF sheds light on this matter.

### Lack of Media Expertise

On May 7, a new officer was appointed to the role of international media spokesperson for the IDF. The selection was puzzling, as the appointee, despite having diplomatic experience, lacked any substantial media background. This raises questions on how equipped such individuals are to navigate today’s complex media landscape.

In a time when Israel is facing unprecedented scrutiny regarding its international legitimacy, the responsibilities tied to communication roles extend far beyond presenting facts. The capacity to shape a narrative, counter misleading headlines, and leverage media effectively is vital for fostering supportive international relations.

These challenges are compounded when leadership itself lacks media-savvy individuals. For instance, the current IDF Spokesperson, an accomplished wartime officer, may excel in combat but lacks the necessary experience in managing public perception. Appointing someone unskilled in media management leads to inadequate handling of Israel’s daunting public diplomacy challenges.

The indecisiveness and lack of initiative within Israel’s public diplomacy structure are alarming, especially as they allow pervasive narratives that depict Israel negatively to flourish unchecked. Too frequently, inadequate storytelling allows misconceptions regarding Israel’s actions to solidify in the global arena.

Israel possesses a powerful story with remarkable individuals ready to convey it. Yet, the lack of institutional motivation to treat communication as a pressing national security issue undermines the nation’s efforts in this regard. Until this outlook shifts and a sense of urgency is cultivated, Israel will likely continue to be caught off guard in the ongoing information wars, as seen on the morning of October 7. A robust approach to public diplomacy must be prioritized if Israel wishes to influence global narratives effectively.
