The Israeli intelligence agencies, Mossad and Shin Bet, announced a significant operation on Thursday, exposing an expansive Iranian terror network that employs a sophisticated proxy-by-proxy strategy for recruitment and operations. This method enables Iran to distance itself from direct responsibility for international terrorist activities.
New Recruitment Tactics by Iran
Previously, Iranian operatives attempted to recruit foreign nationals directly to execute attacks against Israel or Jewish targets globally. However, the Iranian Intelligence Ministry has shifted its approach, now employing intermediaries for recruitment. This alteration aims to shield Tehran from potential repercussions and reduce backlash against its regime.
This strategy also increases the likelihood that recruited individuals may gain easier access to Israel, potentially facilitating terrorist attacks or targeted assassinations. Mossad and Shin Bet have indicated that they are closely monitoring these developments and working diligently to thwart such plots.
Key Figures in the Iranian Network
The recent announcement identified four prominent officials from the Iranian Intelligence Ministry who played crucial roles in this recruitment scheme. These officials include Adala Bahazada Uhsari, Vahid Maatzumi, Mahmoud-Hussein Duki, and Hamid Qasami. Their activities involved enlisting middlemen, specifically individuals known as Baback and Nadim, who were then purportedly responsible for recruiting additional operatives, including Tarout Ozokor, a French-Muslim citizen.
Ozokor, who adopted the alias “Philip,” was intended to establish his own operational cell for terrorist activities. Mossad successfully uncovered his role, leading to his deportation from France. Despite the setbacks, Baback, Nadim, and the others are reported to persist in advancing Iran’s terror operations.
Ongoing Iranian Threats
The security agencies revealed that negligent actions by various officials within the terror network have repeatedly enabled Israel and its international allies to trace Iran’s involvement in these operations, undermining efforts to maintain deniability. This dynamic complicates Iran’s strategy while showcasing the effectiveness of Israeli intelligence in countering threats.
The timing of this announcement raises questions, especially as it coincides with efforts by Israel to galvanize support against Iranian aggression. A previous joint disclosure in April indicated that Mossad, Shin Bet, and the Israel Defense Forces had uncovered an Iranian terror network targeting Israeli officials and assets worldwide.
In recent months, tensions between Iran and Israel escalated, marked by the killing of high-ranking leaders within Iran’s Islamic Revolutionary Guard Corps’ (IRGC) intelligence unit during the ongoing conflict. Azerbaijan has also reported foiling Iranian terror plots directed at its territory, including threats against Israel’s embassy in Baku.
As Iranian activities continue to evolve, they represent an ongoing threat notably reflected in foreign minister Gideon Sa’ar’s comments, which indicated over 30 attacks targeting Israeli embassies since October 2023. The statistics highlighted that attempts to perpetrate global terror attacks against Jewish and Israeli interests have surged, emphasizing the necessity for vigilance and proactive countermeasures from Israeli intelligence agencies.
