CEO Sunghyun Park highlighted three compelling reasons for this move: abundant energy availability, a dedication to developing AI infrastructure, and strong ambitions for a sovereign AI future. These elements make Saudi Arabia an attractive option for companies like Rebellions, which seek to expand their footprint in this rapidly growing market. With significant investments pouring into data centers and AI projects, Saudi Arabia is well-positioned to meet the soaring demand for computing capabilities.

South Korea’s Ambitious Spending Plans

In a bold move, South Korea recently unveiled its largest-ever government budget amounting to 821 trillion won (approximately $596.92 billion) for 2027, marking a notable increase of 12.8 percent from the previous year. Additionally, a targeted semiconductor budget of about 2.6 trillion won aims to further strengthen this foundational industry. As global demand for high-bandwidth memory (HBM), essential for AI systems, continues to surge, companies like Samsung Electronics and SK Hynix have reported remarkable profits attributed to this thriving market.

The Intersection of Sovereign AI and Global Supply Chains

The concept of “sovereign AI” is increasingly influencing how nations approach technology, particularly in sensitive sectors where data security is paramount. Park emphasizes that with AI’s relevance to national security issues—like nuclear energy or defense—governments are now keen on controlling AI technologies within their territories. Rebellions benefits from its existing ties to Saudi Arabia; it received earlier investments from Aramco and is currently in discussions with HUMAIN to fortify supply chains for AI infrastructure. HUMAIN is gaining prominence in the AI landscape within Saudi Arabia, and collaboration with it could significantly enhance the region’s AI capabilities. As Saudi Arabia continues to develop its digital framework, including data centers, it not only presents a promising market for chip manufacturers but also paves the way for an integrated AI ecosystem.

As competition in the AI chip market intensifies, Rebellions asserts that success will not merely depend on raw chip performance. Rather, the emphasis will shift toward minimizing long-term operational costs associated with running AI systems. For clients, the pivotal metric will no longer be how many tokens are processed per second but rather the cost incurred per token.
