Finnish President Alexander Stubb recently discussed his ambitious vision for the future of the European Union (EU) during a keynote address at an energy conference in Helsinki. Stubb proposed that the 27-nation bloc should significantly expand its membership, asserting that the EU must “think big” to enhance its influence on the global stage. This bold call for action comes during a time when geopolitical dynamics are shifting dramatically, especially in light of recent global events.
Envisioning a Larger EU
During his address, Stubb articulated a compelling case for the EU to aim for 40 member states, suggesting that potential candidates should include the United Kingdom, Canada, Turkey, Norway, and Iceland. His rationale revolves around the need for a united front that strengthens the EU’s strategic autonomy in a rapidly evolving world. Stubb emphasized that the current “window of opportunity” for enlargement is limited, heightened by the ongoing war in Ukraine and the recent unpredictability of U.S. foreign policy. He warned that, should the conflict subside or a shift in U.S. administration occur, enthusiasm for EU expansion might wane.
Stubb underlined the importance of geopolitical power, stating, “European strategic autonomy is often based on size and scale,” and posited that the most effective EU strategies have been tied to enlargement initiatives. He further suggested that this enlargement should not only focus on European nations but should also consider non-European states. By broadening its membership, the EU could project greater influence and unify efforts among nations facing shared challenges.
Current EU Enlargement Efforts
Presently, the EU is engaged in one of its most extensive expansion efforts in a generation, with nine candidate nations vying for entry. Countries like Montenegro and Albania are perceived as frontrunners, while both Ukraine and Moldova are advancing toward opening formal membership discussions. Stubb specifically highlighted the necessity of reintegrating the UK, which departed from the EU in 2020, into the bloc or, at the very least, establishing robust ties.
Additionally, he introduced Canada as a compelling candidate. Stubb remarked, “Wouldn’t it be lovely if Canada became the 28th member of the EU instead of the 51st state of the U.S.?” This provocative statement points to broader discussions about international alliances and the shifting landscape of global trade, particularly as Canada looks to diversify its economic partnerships amidst changing political tides.
Consideration of Turkey and the Western Balkans
Stubb also urged a reevaluation of Turkey’s pivotal role within the EU conversation, remarking that discussions surrounding Turkey have dwindled. He argued for its strategic importance to European security, especially considering its geographical positioning. The Western Balkans were also highlighted as critical areas of interest, with Serbia, Kosovo, Albania, Montenegro, and North Macedonia singled out as significant players that require careful diplomatic engagement.
Finally, Stubb expressed a desire for closer alliances with Nordic nations, particularly Iceland and Norway. He pointed out that Iceland is currently considering a referendum on EU accession talks, which reflects the ongoing debates about EU membership among its neighbors. Despite having previously applied for membership, Icelandian sentiment remains divided on the issue, as former Prime Minister Katrín Jakobsdóttir has indicated that its existing relationships with the EU adequately meet the country’s needs.
