Libya Indicates Willingness to Engage in Discussions with Egypt Amid Controversy Over Maritime Agreement with Türkiye

Libya is taking steps to ease tensions with Egypt regarding maritime boundaries in the Mediterranean Sea. This comes in light of a controversial maritime agreement that Libya signed with Türkiye, which has sparked disputes in the region. The Libyan Government of National Unity, led by Prime Minister Abdulhamid Dbeibah, aims to address these concerns and foster better relations.

The Recent Dialogue Between Libya and Egypt

In a recent communication, Prime Minister Dbeibah spoke with Egyptian intelligence chief Hassan Rashad, emphasizing Libya’s willingness to discuss Egypt’s worries about maritime boundaries and economic waters. These conversations underline the commitment of both nations to enhance their bilateral relations and coordinate on matters of mutual interest, especially regarding maritime issues.

These developments come shortly after Egypt publicly rejected the approval of a maritime agreement between Libya and Türkiye, which was ratified by Libya’s eastern parliament. Cairo denounced the accord as legally void, asserting that it would not hold any legal weight for them. The contention hinges on maritime jurisdiction and the rights to energy exploration in the eastern Mediterranean, a region rich in resources but fraught with political complexities.

The Disputed Maritime Accord

The maritime agreement, forged in 2019 between Türkiye and Libya’s internationally recognised government in Tripoli, has been the center of discord. For years, the eastern administration, led by military commander Khalifa Haftar, declined to support this agreement until it was recently ratified by their parliament. This approval, however, has not been well-received by Egypt, Greece, and Cyprus, who argue that the agreement encroaches on their own maritime rights and territories.

The fundamental disagreement revolves around the allocation of maritime areas and the exploitation of energy resources, crucial for the economies of the nations involved. The eastern Mediterranean has become a strategic focal point, where competing interests from various states heighten the stakes. Egypt’s rejection of the agreement demonstrates its keen interest in safeguarding its maritime claims while navigating the complex geopolitics of the region.

Political Dynamics in Libya

Libya remains politically fractious, divided between Dbeibah’s UN-recognised government in Tripoli and the rival authorities in the eastern part of the country, led by Haftar. This division complicates efforts to reach a consensus not only on international agreements but also on domestic governance and unity. Despite their differences, Egypt and Libya share a land border and a history of economic and security partnerships, which makes dialogue imperative.

As the situation evolves, it’s clear that Libya’s desire to address Egypt’s concerns may lead to further negotiations and possibly mitigate tensions between the two neighboring nations. In a region where alliances and interests constantly shift, maintaining open communication channels will be crucial for both countries as they navigate the challenges posed by maritime disputes and geopolitical rivalries.
