Chinese President Xi Jinping has made a significant stop in Cairo this week, marking his first official visit to Egypt in a decade. During discussions with President Abdel Fattah el-Sisi, the two leaders aimed to strengthen their economic, political, and security collaboration. This visit occurs at a critical juncture as Beijing seeks to expand its influence in a Middle East affected by ongoing tensions between the U.S. and Iran, alongside challenges facing regional trade routes.

Strengthening Diplomatic Ties

This visit also celebrates the 70th anniversary of diplomatic relations between China and Egypt. Officials from Egypt have indicated that the leaders plan to assess their Comprehensive Strategic Partnership, originally established in 2014, and to address a range of regional and global issues. This reinvigorated diplomatic engagement is positioned to enhance bilateral cooperation in multiple sectors that are vital for both nations.

Economic Partnership and Investments

China’s investment in Egypt has surpassed $10 billion, covering diverse areas such as manufacturing, ports, infrastructure, renewable energy, and technology. Current estimates place annual bilateral trade around $20 billion, underscoring Cairo’s efforts to widen its economic partnerships amidst ongoing debt challenges, surging import costs, and consistent foreign-currency shortages. The emphasis on deepening these economic ties reflects Egypt’s strategic move to diversify away from traditional economic dependencies.

Egypt’s geographical location enhances its importance in this partnership. The Suez Canal serves as a critical link between Asian and European markets, gaining increased strategic significance against the backdrop of disruptions near the Strait of Hormuz and the Red Sea. As Chinese companies expand their operations around Egyptian ports and industrial complexes, Beijing sees a valuable opportunity to bolster access to critical trade routes that connect the Middle East, Africa, and Europe.

Military Collaborations and Strategic Flexibility

Recent talks also come on the heels of joint military exercises between Egypt and China, showcasing the presence of Chinese J-16 fighter jets. Historically, Egypt has leaned on U.S. military support, but this evolving relationship with China, alongside newfound ties with Russia and various European nations, reflects Cairo’s desire for greater strategic independence. This broadening of military partnerships may offer Egypt enhanced security options while diversifying its international alliances.

China’s Growing Diplomacy in the Middle East

China is increasingly positioning itself as a key diplomatic actor in the region. Its role in facilitating the rapprochement between Iran and Saudi Arabia earlier this year illustrates its ambition to mediate in Middle Eastern conflicts. Moreover, Beijing’s repeated calls for a two-state solution to the Israeli-Palestinian dispute are part of its broader strategy to expand influence in geopolitical dialogues. However, U.S. military deployments and enduring alliances with Gulf states and Israel continue to constrain China’s influence.

Xi Jinping’s visit follows significant international engagements, including the Shanghai Cooperation Organization summit in Kyrgyzstan, and is coinciding with upcoming diplomatic meetings elsewhere. For Egypt, bolstering relations with China holds the promise of increased investment and diplomatic leverage. For China, Egypt represents a crucial ally within the Arab world and offers a strategic foothold adjacent to one of the globe’s most vital maritime routes. By strengthening these ties, both nations are poised to benefit from enhanced cooperation amid a shifting global landscape.
