Iraq is currently focused on managing armed factions supported by Iran, aiming to bring their arms under state authority. With the newly appointed Prime Minister, Ali al-Zaidi, Baghdad is attempting to reinforce its control over various militia groups. As part of the officially recognized Popular Mobilization Forces (PMF), these groups argue that their operations are legitimized by their status as a national guard, thereby justifying their continued possession of military hardware.

## Targeting the Kurdish Peshmerga Forces

In an effort to sabotage efforts to disarm them, these militias are trying to draw the Kurdish Peshmerga forces into the disarmament conversation. The autonomous Kurdistan Region has its military, the Peshmerga, which is recognized in Iraq’s constitution established post-2003 US invasion. This recognition gives the Peshmerga legitimacy as an official military force, complicating the disarmament narrative.

Recent calls from influential militias like Kata’ib Hezbollah for the Peshmerga to also disarm are perceived as strategic moves to stall the disarmament of their forces. Reports indicate that the militia has cautioned the prime minister against “provocative actions,” which some analysts interpret as veiled threats against his leadership.

## Internal Divisions and Iranian Interests

Kata’ib Hezbollah has made statements that highlight the rising tensions between various factions and the Iraqi government. The group expressed frustration with Prime Minister Zaidi’s actions, claiming they do not align with the complexities facing Iraq. This rhetoric aims to mobilize some factions of the Iraqi Shiite population to see themselves as having similar rights to that of the Kurdish forces, further complicating the disarmament debate.

The underlying goal of Iran, which backs these militias, remains clear: to preserve its influence in Iraq and undermine the authority of the Kurdistan Regional Government (KRG). In recent years, Iran has made aggressive moves to weaken Kurdish governance, with accusations of direct attacks on KRG officials and infrastructure.
