The Iraqi government is making strides in the electric vehicle (EV) sector with a significant emphasis on private sector involvement for its “Green Taxi” initiative. On October 6, 2026, the Ministry of Environment highlighted this initiative as a crucial step towards integrating one million electric vehicles into Iraq’s transportation network.

Investment and Collaboration at the Core

Haidar Qasim Al-Darraji, the Director General of the General Company for Carbon Economics at the Ministry of Environment, elaborated on the importance of collaboration between public and private sectors in transforming Iraq’s transportation landscape. He noted that a successful transition to green transit will require a comprehensive public-private partnership (PPP) model. This approach aims to involve government regulators, commercial banks, private equity investors, energy providers, and automotive innovators. The state’s role will encompass establishing regulations, facilitating a conducive environment for investment, and laying down essential infrastructure.

Under this PPP model, the private sector will shoulder the financial responsibilities related to capital expenditure, vehicle manufacturing, and fleet operations. Additionally, they will oversee the logistics of vehicle maintenance and the rollout of solar-powered EV charging networks, creating a mutually beneficial ecosystem.

Phased Rollout and Infrastructure Development

Al-Darraji clarified that the ambitious goal of introducing one million electric vehicles is part of a structured, metrics-focused roadmap rather than a rapid, uncoordinated influx. Initial pilot projects will commence in Baghdad and gradually expand to other provinces, allowing for a scalable approach that meets local needs.

To support this transition, collaborative efforts are already in motion among various agencies, including the Ministry of Environment and the Ministry of Transport. These entities are assessing current municipal transit facilities to turn them into EV charging hubs powered by solar photovoltaic systems, which enhances sustainability and accessibility.

Creating a Sustainable Domestic Ecosystem

The overarching goal of the initiative is to foster a holistic domestic value chain around electric mobility. This includes not just assembly and maintenance of vehicles but also financial services, such as bank lending and commercial insurance, as well as advancements in ride-hailing software and carbon credit monetization. Such a comprehensive approach aims to alleviate the fiscal strain on the government while simultaneously creating skilled jobs in the growing green economy.

As part of this sustainable movement, regional automotive distributors are expanding their offerings of electrified vehicles in Iraq. According to Ahmed Al-Ani, Branch Director of Toyota Iraq, the country is rapidly evolving into a leading market for hybrid electric vehicles (HEVs), ranking as the second-largest consumer of these vehicles in the Middle East.

In a bid to cater to the rising consumer demand for eco-friendly transportation, Toyota has launched two electrified models in the Iraqi market: the all-electric bZ4X Touring SUV and the RAV4 Plug-in Hybrid Electric Vehicle (PHEV). These models promise modern efficiency and extended electric range, perfectly suited for Iraq’s developing charging infrastructure.

By prioritizing private investment and responsible public collaboration, the Iraqi government is laying the groundwork for a sustainable and efficient transportation future. The “Green Taxi” initiative stands as a testament to the potential for green mobility in reshaping Iraq’s transport landscape while fostering economic growth and technological advancement.
