Mozambique and Qatar Reach Agreement to Support Legal Labor Movement

Mozambique and Qatar have taken a significant step to improve labor mobility between the two nations. A memorandum of understanding was signed today, focusing on establishing a robust legal framework for the recruitment of Mozambican workers in Qatar. This initiative aims to streamline the process and reduce the reliance on unofficial channels, ensuring safer employment opportunities for Mozambicans.

Strengthening Labor Rights

Minister of Labor, Gender, and Social Action, Ivete Alane, shared with the media that this agreement has been under negotiation for roughly two years. The core objective is to guarantee the secure movement of Mozambican workers to Qatar while prioritizing their social security and labor rights. By formalizing this process, the government aims to safeguard its citizens from potential exploitation and ensure their dignity in the workplace is upheld.

The formalization of labor mobility agreements is particularly vital in light of the recent discussions at the Doha Dialogue on Labor Migration, which recently concluded in Dar es Salaam, Tanzania. The agreement establishes pathways for Mozambicans seeking employment in Qatar, utilizing safe, systematic, and regulated channels. This move not only expands job opportunities abroad but also enhances the oversight of workers’ rights during recruitment and employment.

Combating Illegal Migration

The Portuguese-speaking nation is striving to address the challenges associated with illegal migration. Minister Ivete Alane underscored the importance of this agreement in curbing instances where Mozambicans travel abroad for work without adhering to legal protocols. By creating a clear legal framework for recruitment in Qatar, the government aims to put an end to illegal labor migration practices.

Efforts to facilitate labor mobility are also being expanded to other nations. As part of these initiatives, Mozambique has recently increased its recruitment efforts, dispatching trained professionals to the United Arab Emirates (UAE), where 54 Mozambicans have already been sent this year under similar labor mobility schemes. The government has set an ambitious target of recruiting 300 professionals specifically for the aluminum smelting sector, demonstrating its commitment to job creation in foreign markets.

Broader Recruitment Initiatives

Mozambique’s government is not limiting its efforts to Qatar and the UAE. There are ongoing recruitment endeavors in South Africa, where more than 9,000 Mozambicans have found employment in the mining and agricultural sectors. Additionally, over 2,900 Mozambicans have sought jobs in Portugal, with efforts focused on sectors like civil construction, domestic work, and transportation.

Further, the government is exploring employment opportunities in Angola, Brazil, and East Timor as part of a broader strategy to promote formal migration channels. This strategy aligns with President Daniel Chapo’s objective to provide opportunities for Mozambicans affected by xenophobic violence in South Africa, redirecting them toward more stable job prospects in destinations like Portugal and the UAE.

In summary, the new agreement between Mozambique and Qatar marks a crucial development in enhancing labor mobility while prioritizing workers’ rights and safety. By establishing legal and formal channels for recruitment, Mozambique is set to open new horizons for its workforce while simultaneously combating illegal migration.
