Qatar’s Commitment to Strengthening Global Multilateralism
The State of Qatar is making significant strides in international diplomacy, particularly through its engagement with the United Nations. HE Sheikha Hanouf bint Abdulrahman Al-Thani, the Director of the International Organizations Department at the Ministry of Foreign Affairs, emphasized the importance of Qatar’s involvement in the 81st session of the United Nations General Assembly (UNGA). This commitment reflects Qatar’s dedication to bolstering multilateral efforts in addressing global challenges head-on.
Strategic Partnerships and Global Dialogue
In her statements to Qatar News Agency (QNA), Her Excellency indicated that the UNGA serves as a vital platform for nations to exchange views and foster discussions. Qatar’s approach extends beyond merely voicing its national agenda; it aims to cultivate understanding among countries, forge strategic alliances, and enhance initiatives that tackle various political, humanitarian, and developmental issues.
This collaborative spirit is underpinned by a robust partnership that Qatar has developed with the UN over time. Sheikha Hanouf remarked that this relationship includes various UN bodies, funds, and programs, which collectively facilitate a stronger global response to pressing challenges. In recent years, Qatar’s partnership with the UN has seen noticeable institutional enhancements through dialogues, cooperative frameworks, and financial contributions, leading to the successful execution of joint initiatives.
The United Nations House: A Testament to Multilateralism
A significant milestone in this partnership was the inauguration of the United Nations House in Doha in 2023, which hosts 14 UN offices. This venue solidifies Qatar’s commitment to multilateralism, indicating a strategic alignment with the UN’s objectives in the region. Furthermore, it strengthens cooperation and facilitates the exchange of expertise, making Qatar a pivotal player in the UN’s regional efforts.
Her Excellency pointed out that the year 2025 will mark a significant phase in this collaboration. It coincides with the Second World Summit for Social Development taking place in Doha, which will attract global leaders, officials, and representatives from civil society. The resulting Doha Political Declaration from this summit will reaffirm international commitments to critical issues such as poverty reduction and social inclusion.
Commitment to Least Developed Countries
Beyond hosting summits, Qatar has placed significant emphasis on supporting Least Developed Countries (LDCs). The Doha Programme of Action, designed to uplift LDCs between 2022 and 2031, stands as a testament to this commitment. Qatar has pledged $60 million to implement various initiatives aimed at tackling structural challenges such as food security, climate change, and economic instability. The upcoming High-Level Comprehensive Midterm Review in March 2027 will serve as a critical examination of progress made in this endeavor.
Her Excellency emphasized that Qatar’s partnership with the UN transcends mere financial support. Instead, it focuses on translating shared goals into actionable strategies. This includes technical collaboration, capacity building, and the inception of joint programs designed to bolster cooperative efforts and meaningful change.
Qatar’s Lead in Humanitarian Cooperation
Qatar’s humanitarian initiatives also reflect its commitment to international cooperation and development. By integrating political, humanitarian, and development strategies, Qatar plays a critical role in emergency response efforts, civilian protection, and community resilience building. This is further supported through collaborations with the United Nations Office of Counter-Terrorism (UNOCT), particularly concerning counter-terrorism measures and capacity building.
