Doha’s Shura Council is set to mark an important milestone as it prepares for the second ordinary session of its 55th annual legislative term. The Secretary-General of the Shura Council, Nayef bin Mohammed Al Mahmoud, revealed that extensive preparations have been made to ensure smooth proceedings as the Council embarks on this journey.

Preparation and Strategic Vision

Al Mahmoud conveyed that the meticulous preparations reflect a forward-thinking vision and the utilization of skilled national personnel. The aim is to enhance institutional performance and ensure the Council’s operations continue seamlessly. During a meeting with local media representatives, he elaborated on the sequence of events that will lead to the opening of the session, followed by a working session where various procedural steps outlined in the Shura Council’s regulations will take place.

He emphasized that the General Secretariat’s efforts focus not only on the opening session but extend throughout the entire legislative term. This includes organizing weekly sessions, facilitating committee meetings, hosting parliamentary delegations, and conducting bilateral discussions—all pivotal for the Council’s operations in both Qatar and internationally. These strategic preparations have been coordinated with relevant entities to guarantee the readiness of all facilities, technologies, and personnel.

Comprehensive Strategy for Institutional Growth

Al Mahmoud highlighted the importance of the General Secretariat’s role, asserting that it transcends routine administrative functions. It encompasses legislative authority alongside the essential political and diplomatic facets necessary for effective parliamentary work. “A clear institutional framework is crucial,” he stated, ensuring that the Council maintains coordination among its various functions while improving quality and efficiency.

In line with this, the General Secretariat has formulated a strategy for 2025-2030, designed to prioritize institutional objectives and chart a path for future actions. This comprehensive strategy encompasses six main goals, including enhancing governance, promoting digital innovation, and bolstering community collaboration. Over the next five years, it aims to implement 46 distinct projects that focus on various strategic imperatives.

Reflecting on the strategy’s first year, Al Mahmoud noted significant achievements in strengthening governance and improving operational methods. The digitization of Council processes has been a game changer, resulting in the transition of many operations to electronic formats. This includes the development of specialized systems like “Injaz,” which streamlines project management, and an “Integrated System” that simplifies workflows related to human resources.

The digitization initiatives have enormous environmental and financial benefits, minimizing paper usage and generating savings. For instance, the Sessions and Committees Department has successfully transformed a significant volume of documentation into digital formats. These advancements align perfectly with Qatar National Vision 2030’s goals for sustainability and efficiency.

Strengthening Community Engagement and Partnerships

Al Mahmoud reiterated the significance of enhancing communication and community engagement. The General Secretariat aims to extend its public outreach by inviting diverse societal representatives, such as academics and legal experts, to participate in Council sessions. This initiative is a vital step towards fostering a culture of awareness about the Council’s role and operations.

Additionally, plans for the launch of “Al Shura” magazine, a quarterly publication, will serve as a creative channel for sharing insights about the Council’s work, while an updated website will facilitate better citizen engagement through innovative features like legislative tracking. The focus will also be on direct communication with the media to keep the public informed about the Council’s activities.
