The Domestic-Regional Connection Driving Türkiye’s New Approach to the PKK

Something significant has transformed Türkiye’s approach to combating PKK terrorism. The recent passage of a legal framework for disarmament and reintegration by Parliament, along with the establishment of a supervisory board led by the vice president, signals a strategic shift. Not long after this, the YPG announced its plan to dissolve as an independent military force in Syria.

### A Unified Political and Regional Transformation

These actions should not be viewed in isolation; they constitute a cohesive political and regional evolution aimed at dismantling the PKK’s influence. The PKK’s presence in Türkiye has dramatically diminished, while its operational capacity in Iraq has also been curtailed. The YPG, linked to the PKK, has seen its autonomous military structure in Syria lose its foundational viability. Meanwhile, the Turkish political landscape has rallied around this initiative, gaining institutional backing and legal validation from Parliament.

This interconnected situation elucidates why disarmament has now become feasible. Türkiye is not merely focused on seizing PKK weapons; it aims to sever the pathways through which the organization has historically rebuilt its power in response to pressure in one territory.

### The Complexity of Change

To better understand the depth of this transformation, we can employ a three-level framework adapted from Ekinci’s 2013 analysis. Incremental change merely alters policies without addressing the underlying structures that foster conflict. Pathbreaking change disrupts these structures, steering involved actors onto new trajectories. A paradigmatic shift alters not only the definitions of the issue but also the participants’ roles and the limits of legitimate political action.

Historically, Türkiye’s reforms aimed at improving the state-citizen relationship, particularly with its Kurdish population. However, these measures often fell short of dismantling the armed backdrop surrounding the issue. The 2013-2015 Solution Process endeavored to deviate from established security methods but was complicated by the PKK’s strengthened network amid a turbulent regional environment.

Currently, domestic and regional dynamics are synchronizing for the first time, creating an environment conducive to transformative change. While this doesn’t yet amount to a paradigm shift, the foundations for one are being laid.

### Evolving Regional Dynamics

For years, Türkiye regarded the PKK as primarily a domestic threat with international implications, particularly from Northern Iraq. However, the Syrian conflict altered that perception, leading to the emergence of a PKK-affiliated administrative structure in northeastern Syria. This shift transformed a domestic insurgency into a more complex regional entity where resources and narratives flowed freely across borders.

This geographical interplay has historically provided resilience for the PKK; losses in one territory could be compensated by gains in another. Thus, any initiative confined to Türkiye risked merely reducing violence domestically without addressing the larger system supporting the PKK’s activities.

### A Shift in Domestic Configuration

The current changes in Türkiye also stem from an evolving domestic landscape. While military and intelligence dominance play a crucial role, the positions of key actors have shifted significantly. The state is transitioning from merely suppressing armed threats to facilitating a post-conflict transition. The PKK is losing the leverage to assert political relevance through violence, offering Kurdish political movements an opportunity to establish legitimacy through democratic avenues.

Moreover, nationalist sentiments, which previously acted as obstacles to progress, now include influential actors supporting the current initiative. This fragmented but supportive nationalist stance provides a level of assurance to the broader Turkish public that the disarmament process will align with national unity.

### Institutionalization of the Process

Whereas previous attempts relied heavily on executive discretion and informal arrangements, today’s approach has become more institutionalized. The establishment of a Parliamentary framework and a dedicated board signifies a commitment to transparency, accountability, and legitimacy in tackling the complex issues surrounding disarmament.

Critical questions regarding the return of individuals, accountability for past actions, and the verification of the dissolution of armed structures must be addressed through lawful measures. Disarmament should not merely be a means to an end; it must pave the way for a stable political atmosphere, preventing the shadow of armed organizations from looming over the Kurdish political landscape.

In summary, the shift in Türkiye’s strategy towards disarmament reflects a path-breaking operational change. However, for this to evolve into a paradigmatic shift, Kurdish political representation must break free from armed influences, creating a more inclusive political environment that fosters lasting peace and stability.
