Turkey Unveils 2026-2030 Plan to Establish Itself as a Global AI Center

Türkiye has unveiled an ambitious action plan aimed at establishing itself as a global hub for artificial intelligence (AI) by enhancing technological autonomy and fostering innovative advancements in key industries.

### Türkiye’s AI Vision

President Recep Tayyip Erdogan officially enacted the 2026-2030 Türkiye AI Action Plan, which was recently published in the Official Gazette. This comprehensive framework is steered by the Ministry of Industry and Technology, emphasizing the nation’s commitment to achieving technological sovereignty and a progressive digital transformation. The action plan outlines a strategic pathway that is segmented into four key stages: notice, utilise, produce, and manage. This structure aims to create a robust ecosystem where AI can thrive and propel the country into a leading position in the AI domain.

### Focus on Awareness and Talent Development

A central component of this initiative is the aim to enhance AI literacy among the populace. The government plans to provide AI training to five million citizens across all 81 provinces over the next two years. This goal underscores the importance of building a knowledgeable workforce that can engage effectively with AI technologies. In addition to this, a national talent program has been established to train 10,000 high-level experts alongside 100,000 application professionals, ensuring a sustained supply of skilled individuals ready to engage with the AI landscape.

Moreover, the government has set the ambitious target of preparing at least 2,000 public datasets, which are crucial for fostering innovation and research in artificial intelligence. To address the ethical and legal considerations surrounding AI usage, a comprehensive framework will be created to protect user rights, promoting trust and accountability within the ecosystem.

### Infrastructure Development Goals

To support this expansive vision, Türkiye has set forth significant infrastructure goals. One of the main objectives is to escalate the total installed computing power of data centres to one gigawatt by 2030. This increase in capacity is vital for accommodating the growing demand for advanced computing resources that AI applications require. In line with democratizing access to technology, the government has allocated 20 million GPU-hours specifically for researchers, startups, and small enterprises. This initiative aims to bridge the gap for smaller players in the AI field, empowering them to innovate without the constraints of limited resources.

Further, the strategic plan mandates that public institutions allocate at least 2% of their investment budgets toward AI-focused projects. This requirement not only underlines the commitment of the government to investing in AI but also seeks to create a ripple effect that encourages private sector investments and collaborations.

### Conclusion

Türkiye’s ambitious AI Action Plan positions the country as a serious contender in the global AI landscape, with a comprehensive strategy focused on education, infrastructure, and ethical governance. By fostering talent and establishing robust technological frameworks, Türkiye aims to harness the full potential of AI while ensuring that its citizens are equipped with the necessary skills and knowledge. As these initiatives progress, Türkiye is paving the way for a sustainable, innovative future in the ever-evolving world of artificial intelligence.
