Indian states accelerate efforts to attract Gulf investment as the UAE emerges as a key entry point to international markets.

Several Indian states are ramping up efforts to attract investment from the Gulf region, particularly the UAE. Madhya Pradesh, Odisha, Bihar, and Punjab are aggressively pursuing partnerships with sovereign wealth funds, family offices, and businesses from the UAE. These states are offering tailored incentives, industrial land, and specific opportunities across various sectors to entice investors.

A Gateway to the Gulf and Beyond

The focus for these Indian states extends beyond merely obtaining funds; they view the UAE as a crucial gateway to the broader Gulf region and global markets. During a recent annual investment meeting in Dubai, state representatives showcased their manufacturing, agriculture, mining, logistics, and technology capabilities to potential investors. Several one-on-one discussions with sovereign investors and prominent business groups are also on the agenda.

Madhya Pradesh’s Chief Minister Mohan Yadav expressed a keen interest in welcoming significant investors, stating that the state is willing to offer additional customized incentives for large capital investments. The Cabinet Committee for Investment Promotion (CCIP), which is tasked with fast-tracking major investments, can approve specific support measures. This may include waivers and deferments on various duties and government dues, making it an attractive option for investors looking for a favorable business environment.

Proactive Visits and Strategic Alliances

Odisha’s Chief Minister, Mohan Charan Majhi, recently accelerated his visit to the UAE, originally scheduled for December, to September. This urgency arises from an increasingly favorable geopolitical landscape and heightened investment activities. The state has already secured an $11.3 billion integrated aluminum project with the Abu Dhabi-based International Holding Company and the Adani Group. Odisha is keen to attract investment in sectors such as mining, metallurgy, chemicals, and even emerging fields like semiconductors and electronic data centers.

Madhya Pradesh is also making strides in cementing its investments. Yadav’s discussions with key players like DP World and Lulu Group reflect the state’s commitment to attracting significant investment inflows. Notably, over ₹10 lakh crore of the estimated ₹30 lakh crore in proposed investments from the Global Investment Summit 2025 has already progressed to implementation.

A Comprehensive Strategy for Investment Growth

Punjab is actively courting both U.S. and international investors as part of its broader engagement strategy. A delegation led by Industries and Commerce Minister Aman Arora is engaged in talks aiming to secure investments in sectors like manufacturing, agriculture, clean energy, and technology. At the same time, Bihar is highlighting its industrial and infrastructure plans during investment conferences.

Madhya Pradesh is also focused on enhancing its aviation connections with the UAE to facilitate trade and investment. Plans are underway to add more direct flights linking Indore to the UAE, including recent developments of a direct Air India flight between Indore and Abu Dhabi. Both states recognize the importance of logistics and connectivity in drawing investments.

As part of its partnership initiatives, Yadav emphasized the importance of food security—a key priority for the UAE. Madhya Pradesh is positioned as a major agricultural producer and aims to establish long-term collaborations in food processing, cold chain mechanisms, and warehousing. By building confidence among investors through comprehensive support measures, the state aims to foster growth and bolster economic ties with the UAE.

This targeted approach to attracting investment not only promises economic benefits but also aligns with India’s larger goals of increasing its presence in the global market, leveraging the unique advantages offered by the Gulf region.
