Since 2015, Takaful and Karama social safety initiative benefits 8.3 million families, says Solidarity Minister at Egypt Forum 2026.

In recent years, Egypt has made significant strides in enhancing social protection for its most vulnerable communities. This progress was highlighted by Minister of Social Solidarity Maya Morsy during her remarks at Egypt Forum 2026. The Takaful and Karama program, a key initiative aimed at providing assistance to families in need, has reached 8.3 million households since its inception in 2015.

The Impact of Takaful and Karama

Minister Morsy shared that the Takaful and Karama program commenced with an initial cohort of 1.7 million families and has now expanded to support 4.7 million beneficiaries. Notably, over 2.2 million families have graduated from the program, having improved their socio-economic conditions. Currently, there are no families listed on waiting lists, indicating a robust and responsive system. The program’s success is attributed to its flexible structure that facilitates monthly admissions and discharges, enabling the Ministry to consistently monitor changes in family situations.

The integration of technology, such as data analytics, plays a crucial role in the program’s success. By combining efficient documentation with field assessments carried out by specialized committees, the Ministry ensures that support reaches those who need it most. These proactive measures are part of a broader effort to address the diverse challenges faced by Egyptian families today.

Eligibility and Governance Mechanisms

Morsy elaborated on the stringent eligibility checks and governance strategies employed within the Takaful and Karama framework. The program operates with the help of 300 assessment committees and a workforce of 1,000 employees stationed across 320 social administration offices nationwide. Additionally, around 15,000 social facilitators perform approximately 1.5 million household visits each month, ensuring a thorough evaluation of each family’s needs. Community accountability is further strengthened through 2,000 committees consisting of 25,000 members dedicated to maintaining transparency and trust.

Educational Support Initiatives

In addition to financial aid, the Ministry is focused on fostering educational equity. Morsy highlighted efforts to ensure that no child is denied access to education due to financial constraints. Support initiatives include 44 social solidarity units located in universities, which assist students from the most disadvantaged backgrounds. Through these units, the ministry has covered university expenses for 149,000 students and provides annual scholarships to 10,800 visually impaired students. Moreover, resources such as sign language interpreters are made available for 4,186 deaf and hard-of-hearing students, along with assistive devices for 49,201 individuals with disabilities.

Addressing School Needs

To further support vulnerable students, the “Bokra Al-Madrassa” initiative has been launched, in partnership with the Civil Society Support Fund and the Misr El Kheir Foundation. This program provides essential school supplies and tuition assistance to students from low-income families. So far, it has benefitted 243,296 students, including over 3,000 who have disabilities and others who are orphaned. The initiative has also upgraded six schools that cater to 2,598 students, distributed 100 school desks and 2,000 uniforms, and facilitated 7,300 medical examinations for school-aged children.

In conclusion, the comprehensive strategies being deployed by Egypt’s Ministry of Social Solidarity represent a significant commitment to improving the lives of those in need. With programs like Takaful and Karama, alongside initiatives aimed at enhancing educational opportunities, the government is laying a solid foundation for a more equitable society.
