Egypt’s LNG Revival is Poised to Begin in Cyprus

Egypt’s gas sector faces a critical challenge as its domestic production dwindles, coinciding with Cyprus stepping into the role of a gas producer. The Cronos project, recently approved and set to commence operations in 2028, stands to deliver up to 2.8 million tonnes of liquefied natural gas (LNG) annually. This development presents a win-win scenario: Cyprus gains an export pathway, Egypt addresses its faltering gas supply, and Europe acquires an alternative to Russian gas. However, potential technical, commercial, and geopolitical hurdles could impede this promising arrangement.

The Urgent Gas Needs of Egypt

Egypt is in dire need of alternative gas sources to meet its rising energy demands. Recent reports indicate that the nation’s natural gas production fell by 7% in Q2 of 2026, with output plummeting to 109.3 million m³/day. This decline marks a continuation of a troubling trend that began following a peak in production in 2021. The retreat is most significant in the offshore Mediterranean region, while growth in onshore production areas like the Western Desert has not been enough to reverse this alarming trajectory. Independent of domestic production setbacks, the consumption of natural gas surged to an all-time high of 190 million m³/day in June, exacerbating the shortfall.

As a response to these growing challenges, Egypt has started revitalizing its LNG import infrastructure. The nation began receiving LNG shipments in mid-2024 and currently operates four Floating Storage and Regasification Units (FSRUs), boasting a combined capacity of 20.2 million tonnes per year. However, only three of these FSRUs are currently operational, following a drone attack that affected one of them, reducing Egypt’s regasification capacity significantly. In August alone, the country imported 18 LNG cargos from the U.S. and 1 from Mexico, slightly less than the previous month’s record.

The Potential of Cronos and Cyprus

In light of Egypt’s supply concerns, the role of Cyprus becomes even more pivotal. Cyprus has made six major offshore gas discoveries, yet it has yet to tap into its commercial potential due to insufficient investment in gas-export infrastructure. The Cronos project, by Eni and TotalEnergies, sanctioned on July 28, aims to yield first gas in 2028 and is projected to produce around 14.2 million m³/day. This gas would primarily be sent via pipeline to Egypt for processing and subsequent export, particularly to European markets.

The Cronos discovery offers Cyprus an opportunity to economically exploit its gas resources without the burden of developing a standalone export chain. By allowing Egypt to handle transport and liquefaction, Cyprus can minimize capital expenditure while still benefiting from the project. However, it’s crucial to understand that Cronos is focused on LNG export, meaning that not all of its output can be relied upon to meet Egyptian domestic needs.

Challenges and Considerations

While the Cronos project signifies a significant step forward for both Cyprus and Egypt, several risks linger. Technical challenges are a primary concern; past experiences, such as the rapid production decline seen in Egypt’s Zohr development, highlight how quickly a project can shift from high output to management challenges. Furthermore, Cyprus grapples with its own problems regarding its unfinished LNG import terminal, which has put into question its ability to develop substantial energy infrastructure.

Geopolitically, Turkish claims over parts of Cyprus’s maritime jurisdiction add another layer of complexity. Turkey has previously obstructed exploration efforts by foreign companies, raising concerns about potential interruptions in the gas supply chain. Despite some easing of tensions, any resurgence could impact the development and financing of Cyprus’s gas resources.

In summary, the Cronos project has the potential to solidify associated economic benefits for both Cyprus and Egypt while promoting European energy independence. However, technical and geopolitical realities will play a significant role in determining whether this corridor can be developed successfully and sustainably. A single project won’t establish a robust regional hub; it’s essential that Cronos sets a precedent for future endeavors.
