According to the Iraqi Prime Minister’s Media Office, the new working group will consist of representatives from both nations. Prominent among them are navigation arrangements in Khor Abdullah, a shared waterway, and the completion of maritime border demarcation beyond border marker 162. These subjects have long been contentious, affecting both economic interests and national sovereignty.
The Khor Abdullah agreement, signed in 2012, aimed to regulate maritime navigation linking Iraq’s southern ports to the Gulf. However, this agreement has faced significant backlash within Iraq. In 2023, the Federal Supreme Court ruled that legislation ratifying this agreement was unconstitutional, reigniting debates about maritime boundaries and the rights of both nations over their shared resources.
Contentious Territorial Claims
In addition to navigation concerns, discussions around the offshore Dorra gas field, referred to as Tuwaynah in Iraq, complicate the diplomatic landscape. Kuwait and Saudi Arabia entered an agreement to develop this field in 2022, while Iran has also staked its claim to parts of it.
