Custodian of the Two Holy Mosques Receives Written Communication from the Emir of Qatar

Qatar is advocating for a regional dialogue that involves members of the Gulf Cooperation Council (GCC) and Iran, along with the support of Türkiye and Pakistan. This initiative aims to foster security agreements based on confidence-building measures and non-aggression pacts. As Doha moves forward with new defense collaborations and plans for a domestic military production facility, it seeks to enhance its ability to address threats, particularly missile strikes, drone attacks, and cybersecurity breaches.

Qatar’s Defense Strategy and New Collaborations

During the opening of the eighth Global Security Forum in Doha, Sheikh Saoud bin Abdulrahman Al Thani, the Deputy Prime Minister and Minister of State for Defense Affairs, announced plans that underscore Qatar’s commitment to bolstering its defense capabilities. The forum, which runs until October 21, focuses on “The Future of Alliances,” attracting international security officials and experts. Sheikh Saoud emphasized the necessity of addressing mutual security concerns between Qatar and Iran as a step towards achieving lasting peace and establishing economic relationships to avert further conflict.

Regarding defense initiatives, Sheikh Saoud disclosed Qatar’s intention to announce partnerships aimed at enhancing air defense, counter-drone capabilities, and cybersecurity infrastructure. These efforts are particularly crucial given the rising regional threats identified through a comprehensive defense review. Qatar’s strategic plan includes collaborating with international partners, such as the United States, the United Kingdom, and France, to either localize military production or invest in specialized defense companies.

Challenges and Threats in the Region

Discussing the range of threats facing Qatar and the Gulf region, such as ballistic missiles, drone incursions, and cyberattacks, Sheikh Saoud mentioned an upcoming initiative focused on capability development in these critical areas. He highlighted the importance of military cooperation with the United States, which has played a vital role in intercepting a significant number of attacks. Furthermore, he spoke of Qatar’s ongoing commitment to enhance Al Udeid Air Base, a facility that serves multiple missions, including counterterrorism operations.

Sheikh Saoud also warned about the economic implications of disruptions in oil and gas supplies, asserting that the ramifications on prices and consumers have yet to peak. He reiterated the necessity of maintaining freedom of navigation in the Strait of Hormuz, opposing any fees for vessels passing through this vital corridor. Furthermore, he condemned attacks, such as those recently directed at Qatari interests by Iranian entities, while reaffirming Doha’s stance on dialogue with Tehran despite these provocations.

Diplomatic Engagement alongside Military Readiness

In his remarks, Sheikh Saoud illustrated that military preparedness and diplomatic efforts are not mutually exclusive. He believes that ongoing dialogue is essential for preventing conflict while simultaneously enhancing a nation’s defense capabilities. The recent attacks have strengthened Qatar’s resolve to improve its defense posture while remaining open to mediation and dialogue, which he sees as invaluable for maintaining regional stability.

The Global Security Forum, co-organized by the Soufan Center and the Qatar International Academy for Security Studies, explores various facets of international relations, including alliances, maritime security, and emerging cybersecurity challenges. Under the patronage of Sheikh Mohammed bin Abdulrahman Al Thani, Qatar’s Prime Minister and Minister of Foreign Affairs, the forum aims to delve into the complexities of peace and security in a rapidly shifting geopolitical landscape.
