Qatar Reveals Strategy to Restore Lebanon’s Energy Sector through New Power Plants and Gas Agreement

Qatar is set to invest in Lebanon’s struggling energy sector by constructing two power plants and establishing a 20-year liquefied natural gas (LNG) supply agreement. This initiative aims to rejuvenate Lebanon’s power infrastructure amidst a backdrop of financial turmoil and long-standing energy deficiencies.

Revitalizing Lebanon’s Energy Sector

The Lebanese energy sector has been a pivotal player in the nation’s ongoing economic crisis. Since the end of the civil war from 1975 to 1990, the energy sector has significantly contributed to Lebanon’s national debt, amounting to billions. Despite this financial burden, the state electricity company struggles to provide citizens with reliable power, generating only a few hours of electricity daily. Consequently, many rely on private diesel generators, which create an unhealthy smog in cities like Beirut.

Qatar’s Commitment to Renewal

Last week, Qatari Prime Minister Sheikh Mohammed bin Abdulrahman al-Thani visited Lebanon, expressing unwavering support for the revitalization of its power sector. Although precise details about the proposed plan were scarce initially, a draft based on collaborations between Lebanon and Qatar was made public. This strategy encompasses gas-powered generation, LNG supply and regasification, renewable energy solutions, energy storage, and regional electricity connections.

National Integrated Energy Investment Program

The proposed program, known as the National Integrated Energy Investment Program, is designed to attract project financing without relying on immediate public funds from Lebanon. The framework plans to incorporate two combined-cycle plants with an impressive capacity of 825 megawatts each, located in Deir Ammar and Zahrani. Integral to this plan is a 20-year deal with QatarEnergy for LNG supply, facilitated through a floating storage and regasification unit.

Challenges and Opportunities Ahead

As discussions progress, critical factors like funding and guarantees are still being negotiated. Amendments may occur, dependent on approvals from both governments, with an optimistic implementation timeframe of three years if all goes smoothly. With Qatar’s long-standing role as a financial supporter during Lebanon’s crises, this initiative represents a vital opportunity for the nation to address its persistent energy woes.

In summary, Qatar’s imminent investment offers a glimmer of hope for a country plagued by energy shortages and economic challenges. Strengthening the energy infrastructure has the potential to alleviate the ongoing burden on the Lebanese populace and contribute positively to the nation’s recovery trajectory.
