GCC Signs Agreement to Establish Voluntary Carbon Market

The recent establishment of a trilateral partnership among the Global Carbon Council (GCC), the Ministry of Planning and Budget of the Republic of Korea (MPB), and the Korea Chamber of Commerce and Industry (KCCI) marks a pivotal moment in the evolution of Korea’s voluntary carbon market. This collaboration is formalized through a Memorandum of Understanding (MoU) signed at KCCI Headquarters in Seoul, reflecting a joint commitment to fostering a sustainable carbon ecosystem.

Strategic Partnership for Carbon Market Development

The MoU signing was executed by notable leaders in the field—Dr. Yousef M Alhorr, the Founding Chairman of the GCC, Yongbum CHO, Vice Minister of MPB, and Chey Tae-Won, Chairman of KCCI. This partnership positions GCC as the first international carbon standard recognized by a governmental agency in Korea, thus laying the groundwork for enhanced Digital Monitoring, Reporting, and Verification (DMRV) systems, as well as improving registry interoperability and global connectivity within the carbon market.

Korea’s voluntary carbon market is on the verge of significant transformation. The MPB is at the forefront, driving the proposed Voluntary Carbon Market Act and preparing to introduce this market on the Korea Exchange (KRX) by the end of 2026. The government aims to broaden both the demand and supply of carbon credits, and this agreement establishes GCC as a key player in developing the initial architecture of the new market. Through its extensive expertise in carbon standards, methodologies, verification, and issuance processes, GCC is set to enrich Korea’s emerging framework.

Building a Framework for High-Integrity Carbon Credits

In light of this agreement, Dr. Yousef M Alhorr emphasized the unique position Korea is in to develop a voluntary carbon market that leverages strong national leadership alongside international integrity and technological adaptability. He stated, “Through this partnership, GCC will lend its expertise in high-integrity standards and interoperable registry systems, transforming ambitious market initiatives into credible and scalable implementations that connect internationally.” The collaborative efforts aim to not just create a market but to ensure it is robust and trustworthy.

Yongbum CHO, Vice Minister of MPB, also expressed optimism regarding the partnership. He remarked on the critical phase of implementation for Korea’s voluntary carbon market, highlighting that this cooperation would reinforce the necessary policy, institutional, and technical foundations. By improving participation and aligning more closely with international mechanisms, the country is poised to develop a more resilient and globally integrated carbon market framework.

Chey Tae-Won, Chairman of KCCI, underscored the essential role that businesses will play in the success of Korea’s voluntary carbon market. He noted that achieving strength in this market will hinge on active business participation across various sectors. Through the Korean VCM Alliance, KCCI plans to facilitate connections between companies and credible market opportunities, enhance certification and registry capacity, and provide clear pathways for engagement in both domestic and international carbon markets.
