Qatar has firmly dismissed Iran’s claims justifying its military actions, emphasizing that these assertions lack a solid legal foundation and do not exempt Tehran from its responsibilities under international law.

Condemnation of Iranian Attacks

In letters directed to the UN Secretary-General Antonio Guterres and France’s UN Ambassador Jerome Bonnafont, Qatar articulated its stance on Iranian attacks that commenced on February 28, 2026. These actions were characterized as blatant violations of the UN Charter and international norms. The correspondence was initiated by Qatar’s Permanent Representative to the UN, Sheikha Alya Ahmed bin Saif Al-Thani, and was a response to communication received from Iran’s acting charge d’affaires at the UN.

Qatar’s letters highlighted that Iran’s repeated claims do not provide any legal justification for its actions. Specifically, Article 2(4) of the UN Charter prohibits the use of force against the integrity or political independence of any state. Additionally, Qatar referenced UN Security Council Resolution 2817 (2026), which explicitly condemned Iran’s military aggressions, reinforcing that these acts constitute a violation of international law and pose a serious threat to global peace.

Highlighting Violations of International Law

The Qatari communication underscored that Iran’s reliance on the 1974 definition of aggression by the UN General Assembly only served to weaken its position. This definition outlines acts such as bombarding another nation’s territory and using military force against another state as aggression. The letters associated Iran’s missile and drone strikes targeting Qatar with these defined acts, which also included Iran’s actions related to the Strait of Hormuz.

Countering Iran’s claims of self-defense under Article 51 of the UN Charter, Qatar articulated that the conditions to invoke this right had not been fulfilled. Furthermore, Qatar noted provisions within both Security Council Resolution 2817 and UN Human Rights Council Resolution 61/1, asserting the right of states to defend themselves against armed aggression. The Qatari government detailed previous notifications sent to the Security Council, documenting Iranian attacks that specifically targeted civilian infrastructure, including energy facilities and commercial vessels.

In its letters, Qatar asserted that Iran holds international accountability for the destruction caused by its military operations, which includes an obligation to provide complete compensation for damages sustained by Qatar.
