The oil-rich economies of the Gulf region are investing heavily to transform into leaders in artificial intelligence (AI). However, they are finding that despite their substantial financial resources, relying on NVIDIA is an inescapable challenge as they aim to diversify their tech sources.

Investment for a Technological Future

Saudi Arabia and the United Arab Emirates are committing tens of billions to build AI infrastructures before global oil reserves decline. Over the past year, these nations have been actively seeking partnerships and deals with various chip manufacturers to ensure that they are not overly dependent on a single supplier. The strategy is intended to keep costs manageable and speed up technological advancements. Despite their efforts, alternatives to NVIDIA’s dominant position in the market fall significantly short in capabilities.

Recent geopolitical tensions complicate the Gulf’s ambitions. According to Sam Winter-Levy, a researcher specializing in chip geopolitics, diversification efforts do not alleviate the Gulf’s political risks tied to U.S. dependencies. While there is potential for alternatives from China, current trade restrictions make it challenging for those options to become viable. As a result, U.S. technology remains crucial for the Gulf’s AI aspirations.

Collaborations and Limitations

An illustrative case is Saudi Arabia’s Humain, which has established a partnership with NVIDIA to deploy self-driving taxis that utilize NVIDIA’s advanced computing technology. This agreement demonstrates the extent to which Gulf states are leaning on NVIDIA’s systems for foundational technologies, particularly in projects that require substantial computational power. Simultaneously, the UAE’s G42 is expediting construction of a massive data center in Abu Dhabi, which is also heavily reliant on NVIDIA chips. Although these regions have attempted to diversify their supplier lists, they still find themselves leaning towards NVIDIA, with most of their systems essentially tied to U.S. tech.

Despite attempts to collaborate with other chip manufacturers like AMD and Qualcomm, the technology these rivals provide is often not competitive for advanced applications like AI training. Qualcomm and Groq’s products specialize in cheaper operational tasks that do not match NVIDIA’s high-performance offerings. This impediment reveals a significant gap in the capabilities of competing chips, making it challenging for the Gulf states to break away from NVIDIA’s hold.

The Challenge of Unmatched Demand

NVIDIA’s powerful position is only further solidified by its proprietary software and established tools, which have been developed over decades. This robust ecosystem has led to a lock-in effect where over 4 million developers are familiar with NVIDIA technologies, making the transition to other platforms nearly impossible without substantial investment in retooling and retraining. The limited availability of advanced chip components and manufacturing capacity exacerbates the difficulties faced by Gulf states in trying to acquire alternative technologies.

Even with their vast financial capabilities, the Gulf states find themselves competing with U.S. tech giants who can easily access significant funding. This raises questions about the effectiveness of capital as a negotiating tool in the current tech landscape. The aspiration of achieving technological independence in AI increasingly appears unattainable, as noted by experts who emphasize that the required investment often exceeds the capacity of nations outside the U.S. and China.

Navigating this complex landscape requires careful strategy. For the Gulf states, their financial resources do afford them some leverage, yet they continue to partner heavily with NVIDIA, recognizing that for now, their best path forward is to enhance their existing relationships rather than seek risky alternatives. This signals a pragmatic recognition of their geopolitical reality and technological dependencies, guiding their investments more toward scaling current capabilities rather than embarking on uncertain independence paths.
