Russia and the United Arab Emirates have taken a significant step toward enhancing their economic ties through a newly established duty-free trade agreement. This initiative, activated on October 6, signifies a pivotal moment for trade relations between the Eurasian Economic Union (EAEU) and the UAE.

Overview of the Trade Agreement

The Russian Economic Development Ministry has declared that starting from October 6, exporters from Russia can transport goods to the UAE without incurring duties. The array of products eligible for this duty-free status includes meat, fish, dairy, sunflower oil, fertilizers, various ferrous metal goods, and a range of machinery, such as agricultural equipment and motor vehicles. This agreement is poised to cover approximately 95% of Russian exports to the Emirati market, fostering a robust trading framework.

As a result of the free trade agreement, the average duty burden for Russian businesses operating in the UAE will decrease significantly, dropping from 4% to just 1.4%. The ministry estimates that these changes will allow Russian businesses to save nearly ₽9 billion ($106 million) per year in duties. Beyond mere financial relief, this agreement is designed to lay a solid foundation for deepening cooperation across various sectors, including industry, agriculture, transportation, e-commerce, and research and development (R&D). The strategic location of the UAE, at the intersection of vital trade routes, will also facilitate the development of modern and sustainable logistics networks.

Expected Economic Impact

Andrei Slepnev, the Trade Minister of the Eurasian Economic Commission (EEC), has previously indicated that the trade turnover between the EAEU and the UAE could see an increase of at least $5 billion to $6 billion annually due to this agreement. The EEC estimates that EAEU exporters will save around $266 million in duties each year as a direct result of these changes. The EAEU includes countries such as Armenia, Belarus, Kazakhstan, and Kyrgyzstan, all of which stand to benefit from enhanced access to the Emirati market.

Benefits for Agricultural and Industrial Sectors

The agreement ensures preferential access for EAEU agricultural goods, including a variety of grains like wheat, barley, and corn, alongside meat products (beef, lamb, and poultry), eggs, and quality goods such as honey, chocolates, and mineral water. By enhancing agricultural exports, the agreement aims to maximize the economic potential of these products within the UAE.

In the industrial domain, concessions will be applicable to numerous items, ranging from metal products and oil derivatives to a wide selection of mechanical equipment. This diverse range of goods will not only benefit Russian exporters but also meet the growing demand for various industrial commodities within the UAE.

Advantages for the UAE

In return, the UAE is expected to increase its exports of consumer goods significantly while supplying essential products that EAEU member states are keen on importing. This two-way trade approach promises to reshape the landscape of economic interactions between the two regions, ultimately fostering greater mutual benefits.
