Qatar Highlights the Importance of Global Cooperation for Complete Nuclear Disarmament

The State of Qatar has highlighted the urgent need for joint international efforts to work toward the complete eradication of nuclear weapons. This declaration was made during the 81st session of the United Nations General Assembly, specifically within the First Committee’s discussions on nuclear weapons, by Abdullah Nasser Al Kaabi, a member of Qatar’s delegation.

Concerns About Nuclear Weapons Development

Al Kaabi articulated the pressing issues surrounding the advancement of nuclear arms and the escalating threats associated with their potential use. He pointed out that some nations are increasingly incorporating nuclear weapons into their military and security strategies. This trend, tied to ongoing testing of nuclear arms and their delivery systems, not only heightens global tensions but also poses significant risks to international peace and security.

Commitment to International Treaties

The statement emphasized the need for strict adherence to international agreements aimed at prohibiting, not using, and ultimately eliminating nuclear weapons. One of the key treaties in this context is the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Qatar reaffirmed its commitment to the upcoming seventh session of the UN Conference, focused on creating a Middle Eastern zone free from nuclear weapons and other weapons of mass destruction. This significant event is set to take place in November, under the leadership of the Sultanate of Oman.

Challenges in Disarmament Negotiations

In discussing recent disarmament forums, Al Kaabi referenced the 11th Review Conference of the NPT, which took place from April 27 to May 22. Unfortunately, this event did not yield a unified document, reflecting ongoing challenges in achieving international consensus. Moreover, the UN Disarmament Commission, a primary platform for negotiations, has been unable to produce consensus-based recommendations in three successive sessions.

Peaceful Uses of Nuclear Energy

Turning to the peaceful applications of nuclear energy, Al Kaabi reaffirmed that the right to such uses is an inherent part of the NPT, particularly under Article IV. He underlined the importance of strict compliance with the International Atomic Energy Agency (IAEA) safeguards, noting that the Agency’s technical cooperation initiatives are invaluable for knowledge transfer and capacity building, essential for adhering to the highest standards of nuclear safety and security.

Qatar’s Commitment to IAEA Cooperation

Al Kaabi also highlighted Qatar’s ongoing close ties with the IAEA, stressing that the nation has previously held multiple terms on the IAEA Board of Governors. Emphasizing Qatar’s commitment to development goals, he pointed out a partnership agreement signed with the IAEA, valued at USD 600,000, intended to bolster technical cooperation projects focused on enhancing radiomedical services in Syria.

In conclusion, Qatar welcomed the IAEA Board of Governors’ recent decision to close the non-compliance file regarding Syria, allowing the nation to regain its normal standing within the Agency. This development signifies Qatar’s dedication not only to nuclear disarmament but also to humanitarian efforts in the region. Through these initiatives, Qatar seeks to promote a safer and more secure international landscape.
